Explaining Comparative State Interventions in Quantum Technologies

This project will focus on analytical and case study work on quantum technologies. It will use the five-factor framework for forecasting how certain characteristics of a dual-use technology determine state interventions, developed by Aggarwal and Reddie (2020, 2021, 2025). The goal is both theoretical and empirical, as well as policy-relevant, in that such a framework may assist policymakers in crafting industrial policies that lead to virtuous cycles of sectoral development in a geopolitically competitive global market.
